David Cavazos is deputy city manager for the City of Phoenix overseeing the Water Services Department, Water Strategy, Business Customer Service Center, Development Services, Youth and Education Division, and Planning Department along with other special projects such as the Arizona State University Downtown Campus.

David provides leadership for the city’s water resources programs, interactions with water management agencies in central Arizona, and water delivery and wastewater treatment for about 1.5 million residents. His duties also include integrating the city’s water and wastewater infrastructure with activities of the Planning and Development Services Departments, ensuring coordinated service for Phoenix’s citizens.

Prior to working in the City Manager’s Office, David served as the Acting Aviation Director at Phoenix Sky Harbor International Airport, the fifth busiest airport in the United States. Before joining the airport, David was an economic development administrator with the city’s Community and Economic Development Department.

Originally from Chicago, David relocated to Phoenix in 1987 to participate in the nationally-recognized City of Phoenix Management Intern program. He has earned four City Manager Excellence Awards and received numerous business development advocacy awards, including Arizona SBA Minority and Small Business Advocate of the Year.

In 2002, David served as chairman of the board for the Arizona Hispanic Chamber of Commerce. Prior to that, he was chairman of the Governor’s Strategic Partnership for Economic Development Small Business/Minority Business Commission and chairman of the board of the Grand Canyon Minority Supplier Development Council.

David currently serves on the board of directors for the Downtown Phoenix Partnership, Phoenix Children’s Hospital and the executive board of the Arizona-Mexico Commission.

David is an Accredited Airport Executive (AAE) of the American Association of Airport Executives and is certified in Economic Development Finance (EDFP) through the National Development Council. He has a Master of Science degree in Management and Public Policy from Carnegie Mellon University.

He and his wife, Julie, are the proud parents of three children Daniel, JD, and Amanda.
