Dennis M. Diemer, General Manager of East Bay Municipal Utility District (EBMUD), has 31 years of experience with public agencies and consulting firms in the planning, design and operation of water and wastewater systems. He has served as EBMUD’s General Manager since 1995. He holds a Bachelor of Science in Civil Engineering from Loyola University in Los Angeles, and a Master of Science in Civil and Environmental Engineering from Stanford University. He is a registered Civil Engineer with the State of California.
Key responsibilities and significant accomplishments during his 25-year career with EBMUD include:
- Overall responsibility for the management of a major water and wastewater utility serving 1.3 million customers; management of staff of over 2000 employees.
- $1.0 billion 5-year Capital Improvement Program for water and wastewater system projects (water supply treatment works, pumping plants, reservoirs, pipelines and administrative and maintenance facilities).
- Development of a comprehensive, integrated future water supply plan, which includes a $690 million supplemental water supply project, and industry leading conservation and recycling programs.
- Planning, design and construction of a 10-year, $190 Seismic Improvement Program.
- Master planning, environmental documentation and engineering design of $200 million Wet Weather Program.
- Major design and construction of program to upgrade and modernize District’s six water treatment plants.
- Extensive experience in development and implementation of policies, legislative and regulatory initiatives, and a wide variety of special projects related to management of public utilities for water and wastewater.
Prior to Diemer’s career with EBMUD, he worked for a leading consulting firm specializing in water and wastewater. As a project engineer, he was responsible for the design and construction management of numerous water and wastewater treatment facilities.
Diemer is an active member of the American Water Works Association (AWWA), the Water Environment Federation, California Urban Water Agencies, and the Western Urban Water Coalition. He currently serves on EPA’s National Drinking Water Advisory Council and as a board member for AWWA’s Water Utility Council, the Water Education Foundation and the Water Environment Research Foundation.
