In the 1990s, a series of environmental lawsuits and court decisions produced increasing pressure for repeal of the Endangered Species Act (ESA) or amendments that would conflict with the original objectives.
The WUWC embraced the basic goals of the ESA, but proceeded with the conviction that the Act could be constructively amended or interpreted to become a more workable and less conflicted law. The WUWC drafted a comprehensive position paper on ESA reform, which made the Coalition a significant and constructive participant in the ESA amendment debate.
While Congressional efforts to amend the ESA ultimately failed, the WUWC helped secure many useful changes administratively through regulatory or policy changes.
